Under the Seaport-e contract vehicle, Metters delivers professional support services to NAVSEA Program Executives Offices, Directorates, and field activities to improve the efficiency and effectiveness of mission-critical Navy and Marine Corps operations. Our world-class support spans seven Functional Areas across Zones 2 and 4. Metters’ team is dedicated to promoting competition and enhancing small business utilization while providing quality-driven solutions through customer-focused support and long-term cost reduction.

Technical Capabilities: Metters is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with 35+ years of successful experience providing Information Technology (IT), engineering, and logistics services to Federal agencies including the U.S. Navy, Army, Air Force, Departments of Homeland Security (DHS), Veterans Affairs (VA), Health and Human Services (HHS), and National Aeronautics and Space Administration (NASA). Our expertise spans systems and software development, IT support, systems engineering, and logistics. Our Modeling, Simulation, and Training Division (MST), located strategically in Research Park, Orlando, FL, specializes in modeling, manufacturing, and production of high-fidelity simulator ad training devices. Our team consists of highly qualified engineers, architects, developers, designers, analysts, and manufacturing personnel that have decades of experience providing state-of-the-art engineering services in support of mission-critical systems. Metters’ software development processes adhere to CMMI Maturity Level 3, and our engineering, design, manufacturing, quality processes are certified to ISO 9001:2008 standards, affirming our commitment to industry-established practices.

QUALITY ASSURANCE
Metters is dedicated to delivering quality-driven solutions to our federal customers and promoting continual improvement and repeatable success on every project. We are certified to ISO 9001:2008 standards and adhere to CMMI Maturity Level 3 for project planning and monitoring. Exacting adherence to these processes ensure consistent delivery of quality products according to schedule. Our formal, documented Quality Assurance Plans (QAP), are tailored to the tasks being executed and designed to maximize quality without the need for rework. Regular work functions and processes are documented as a series of steps to be performed every time the function is initiated. Each plan details repeatable processes and associated checklists that validate form, format, and technical content prior to final delivery. Every time a process is performed, the user follows a checklist to verify completion of steps in the process. A third-party QA check is required at defined milestones to verify that the procedure has been accurately followed. Each task’s nature drives its required actions; cost estimates; assignment of the technical POC; start and delivery dates; and deliverable content, form, and format.

Our ability to monitor and maximize quality is facilitated by the efficacy of our processes. The goal of our QAP is to deliver outstanding services and products with a focus on quality and cost savings. We implement a continuous improvement program with documented guides to monitor performance. Our approach is simple: plan, execute, monitor, adjust, and deliver. We designed our approach using ISO 9001 guidance, focused on defined, repeatable processes and documented step functions. We customize QA procedures into a contract-specific QA manual for use across the team. Our managers develop detailed quality plans, which are reviewed by and available to all team members to ensure team conformance.
